The French government has amended the rules governing tuition fees for non-EU students. As a result, enrolment at the University of Bordeaux for the 2026-2027 academic year will be subject to specific international student fees. Exemptions from tuition fees are available under certain conditions.

Tuition fees for the 2026-2027 academic year

For whom?

 Bachelor degree, professional Bachelor degree, BUT, DAEU, MNESS, PASS Master degree Doctorate and HDR
  • Students of the EU, the EEA, Monaco, Andorra, Quebec or Switzerland
  • Holders of a resident card or equivalent permit
  • Beneficiaries of refugee status or subsidiary protection
  • Students who have been tax-residents in France, or attached to a tax household domiciled in France, for at least two years
  • Non-EU students at the University of Bordeaux re-enrolling in the same programme at the same level of study.

Who is eligible for a partial exemption?

Depending on your circumstances, you may be eligible for a partial exemption from the specific international student fees.

If your application is approved, you will pay the same tuition fees as French and European Union students. The application process depends on your individual circumstances.

Have you already benefited from a partial exemption in 2025-2026?

If you were granted a partial exemption from tuition fees at the University of Bordeaux during the 2025-2026 academic year and you are re-enrolling in 2026-2027 in the same programme and the same degree cycle, you are not subject to the specific international student fees.

You will pay the tuition fees applicable to French and European Union students, in accordance with the previous provisions applicable to your situation, up to a maximum of four enrolments in a Bachelor degree programme and three enrolments in a Master degree programme.

First fast-track procedure: your partial exemption is taken into account during your online registration

If any of the situations listed opposite apply to you, a partial exemption may be applied directly during your online administrative registration.

You will then be required to upload the requested supporting documents after completing the payment of your tuition fees.

I was granted an exemption under the University of Bordeaux’s previous regulations and I am continuing to the next degree cycle

This applies to you if:

  • you were granted an exemption under the University of Bordeaux’s previous regulations;
  • you have successfully completed your current degree programme;
  • you are continuing to the next degree cycle at the University of Bordeaux in the 2026–2027 academic year.

Supporting document required: certificate of successful completion.

I am a national of Ukraine or Lebanon

This applies to students who are continuing their studies or enrolling at the University of Bordeaux for the first time in the 2026–2027 academic year.

Supporting document required: a copy of your passport or other official proof of identity or civil status.

A partial exemption application is still required

Even if your situation is processed through a fast-track procedure, you must submit a partial exemption application after completing your administrative registration.

I hold a residence permit with Refugee, Subsidiary Protection or Temporary Protection status

Supporting document required: a copy of your residence permit issued by the French prefecture, clearly stating your status.

I have been tax resident in France for at least two years

This applies to you if you have been tax resident in France, or attached to a tax household resident in France, for at least two years as of January 1st 2026.

Supporting documents required: income tax returns for the 2023 and 2024 tax years.

You do not need to submit an exemption application

Once you have submitted your supporting document and it has been approved by the university services, you can proceed with your administrative registration.

If you are not eligible for a fast-track procedure

If you do not fall into any of the situations described above, you may apply for a partial exemption based on your social circumstances.

In this case, you must first pay the specific international student fees.

Steps to follow:

  • Complete your administrative registration.
  • Pay the specific international student fees, either in one instalment or in three instalments.
  • Submit a partial exemption application using the online form.
  • Your application will be reviewed by the designated committee.
  • If your application is approved, you will be reimbursed.

Advance payment of tuition fees

In this case, you must pay the specific international student fees in advance.

If your application is approved, you will be reimbursed after your application has been reviewed by the designated committee, in December.

Am I subject to the specific international student fees?

It depends on your nationality, your programme, your academic pathway and your registration status.

The specific international student fees apply to certain non-EU international students enrolled in a national degree programme (Bachelor's, Master's, PASS, etc.). Your situation depends in particular on:

  • your nationality;
  • your programme;
  • your degree cycle;
  • your academic pathway at the University of Bordeaux.

What is a partial exemption?

A partial exemption allows you to pay the same tuition fees as French and European Union students.

However, it does not mean that you are exempt from paying all tuition fees. If your application is approved, you will pay an amount equivalent to the tuition fees applicable to French and European Union students.

Is a partial exemption granted automatically?

No. You must submit an application.

A partial exemption is not granted automatically. It depends on your individual circumstances and the supporting documents you provide. In all cases, even if your situation is processed through a fast-track procedure, you must submit a partial exemption application after completing your administrative registration.

What is a fast-track procedure?

A fast-track procedure means that your partial exemption may be applied before you complete your administrative registration.

In certain situations, a partial exemption may be granted before your administrative registration, provided that the supporting documents you submit are approved by the University services. You will then pay the tuition fees applicable to French and European Union students. This process is known as a fast-track procedure.

Where can I submit my partial exemption application?

The application must be submitted online after you have completed your administrative registration.

After completing your administrative registration, you must submit a partial exemption application using the online form. Depending on your circumstances, you will be asked to provide supporting documents.

Which situations are eligible for the fast-track procedure during online registration?

The following situations allow you to benefit from a partial exemption directly during your online administrative registration.
You must then submit the required supporting documents after completing the payment of your tuition fees.

Which situations are eligible for the fast-track procedure before your administrative registration?

In the following situations, you must submit the required supporting document before completing your administrative registration so that your situation can be taken into account.
You must still complete and submit the partial exemption application form after your administrative registration.

I am continuing in the same programme and the same degree cycle (for example, Bachelor's or Master's): am I exempt from the specific international student fees?

Yes. Your situation is considered a continuation within the same degree cycle.

If you are continuing your studies in the same programme and the same degree cycle at the University of Bordeaux, you may benefit from the transitional provisions applicable to students already enrolled in a programme, provided that you were granted a partial exemption during the previous academic year.

Your eligibility will be assessed based on your previous registration, your programme and your administrative status.

I am moving to the next degree cycle, for example from a Bachelor's to a Master's degree: what happens?

A change of degree cycle is normally subject to the specific international student fees. However, a fast-track partial exemption procedure is available.

Moving from one degree cycle to the next constitutes a new stage in your academic pathway. As a result, you may be subject to the specific international student fees.

For the 2026–2027 academic year, students at the University of Bordeaux who were granted an exemption under the previous regulations, have successfully completed their current degree cycle and are continuing to the next degree cycle at the University of Bordeaux are eligible for a fast-track partial exemption procedure, upon presentation of a certificate of successful completion.

I am enrolled in PASS or another health studies programme: how will my situation be assessed?

Your situation depends on your academic pathway.

If you continue your studies within the same degree cycle, your academic pathway is considered a continuation of your studies. This is the case, for example, after PASS if you progress to a second-year programme within the first degree cycle, such as the second year of the minor Bachelor's programme (Licence 2) or the Diplôme de Formation Générale (DFG).

If you are enrolled at the University of Bordeaux and were granted a partial exemption under the previous regulations, you will continue to benefit from that exemption.

I am a national of Ukraine or Lebanon: am I eligible for an exemption?

Yes. A fast-track procedure is available for the 2026–2027 academic year.

For the 2026–2027 academic year, students who are nationals of Ukraine or Lebanon, whether they are continuing their studies or enrolling at the University of Bordeaux for the first time, are eligible for a fast-track partial exemption procedure. This applies to all degree levels.

Supporting document required: a copy of your passport or other official proof of identity or civil status.

Please note: a partial exemption allows you to pay the same tuition fees as French and European Union students. If you wish to apply for a full exemption, you must submit a separate online application using the dedicated form. The form is also available on the "Financial aid provided by the University" page.

I have a disability: am I eligible for an exemption?

Students with a disability are eligible for a fast-track partial exemption procedure. I am enrolled in a programme offered under an international partnership: am I eligible for an exemption?

Your eligibility depends on whether your programme is covered by an applicable international cooperation agreement.

If you have been admitted to a programme covered by an international cooperation agreement providing for a tuition fee exemption for the 2026–2027 academic year (with or without reciprocity), you may be eligible for the fast-track partial exemption procedure.

To benefit from this procedure, you must provide an admission certificate for one of the eligible degree programmes.

I have been admitted to a Master's programme offered as part of an EUR / UBGrads Graduate School: am I eligible for an exemption?

Yes, provided that your Master's programme is included in the list of eligible programmes.

Students admitted to a Master's programme offered as part of an EUR / UBGrads Graduate School are eligible for the fast-track partial exemption procedure.
To benefit from this procedure, you must provide an admission certificate for one of the eligible Master's programmes.

I have been tax resident in France for at least two years: am I eligible for an exemption?

Yes, provided you submit the required tax documents.

If you have been tax resident in France, or attached to a tax household resident in France, for at least two years as of 1 January 2026, your situation will be taken into account through a fast-track procedure before your administrative registration.
You must provide your 2023 and 2024 income tax returns.

I am not eligible for a fast-track procedure: can I still apply for a partial exemption?

Yes. If you are not eligible for a fast-track procedure, you may apply for a partial exemption based on your social circumstances.

In this case, you must first pay the specific international student fees when completing your administrative registration. Your application will then be reviewed by a dedicated committee in November, and you will be informed of the decision in December.

If your application is approved, the specific international student fees you have paid will be reimbursed once your application has been processed.

I am changing to a different programme: am I still considered to be continuing my studies?

No. Changing to a different programme is considered a new course of study.

If you change programme, you are no longer considered to be continuing in the same programme. You may therefore be subject to the specific international student fees.

However, you may still apply for a partial exemption if your situation meets one of the eligibility criteria.

I am enrolled in a University Diploma (DU): am I subject to the specific international student fees?

No. The specific international student fees apply only to national degree programmes.

University Diplomas (Diplômes d'Université - DU) are not covered by the specific international student fees scheme applicable to national degree programmes. Tuition fees for University Diplomas are set according to the rules specific to each programme.

What happens if my application is rejected?

You will not be reimbursed for the specific international student fees.

If your partial exemption application is rejected, you will remain liable for the tuition fees applicable to your situation.

You will be notified of the decision, together with information on the available appeal procedures and the applicable deadlines.

Why is the 2026–2027 academic year considered a transitional year?

The new regulatory framework has only recently been introduced and must be implemented within a very short timeframe.

The 2026–2027 academic year is the first year in which the new regulatory framework is being applied. The University of Bordeaux has therefore introduced transitional arrangements to ensure continuity for students, take into account situations already underway, and organise the processing of exemption applications.
These arrangements may be revised for the following academic year.

What happens after I email my supporting document to the Department of Education and Academic Programme Administration (DFGC)?

Once received, your supporting document will be reviewed by the DFGC. If your application is complete and meets the requirements, you will receive an email informing you that you may proceed with your administrative enrolment.
